48TH ANNIVERSARY OF KENYA’S INDEPENDENCE
MESSAGE FROM H.E. AMB. BENSON H.O. OGUTU.
ケニア独立48周年を記念し、ベンソン　Ｈ．Ｏ．オグトゥ在日ケニア共和国特命全権大使からMOTTAINAIキャンペーン事務局に送られたメッセージ

On December 12, 2011, all Kenyans and friends of Kenya will be celebrating the 48th Anniversary of our country’s Independence. This is the day on which we celebrate and honour all the heroes and heroines of our freedom struggle. Due to the sheer strength of character and their belief in human freedom, these men and women took up every weapon they could get to wage a bloody and costly struggle for the freedom of our motherland.

2011年12月12日には、すべてのケニア人とケニアの友人がわが国の独立48周年を祝福するでしょう。この日は、わが国の自由のために闘ったすべての男女を祝福し、その栄誉を称えるのです。彼らは、その強い精神から、そして人間の自由への信念から、手に入る限りの武器を手に取りました。そして苦しい戦いで多くの血を流し、犠牲を払うなか、ついに母なる国の自由を勝ち取ったのでした。

As Kenyans in Japan prepare to celebrate their National day, I convey warm greetings to their Majesties Emperor Akihito and Empress Michiko as well as the Government and friendly people of Japan. We recall with humility that only in March this year, Kenyans and the rest of the world were saddened by the triple tragedy that visited the people Japan. The tragedy was as vivid as if It was happening in our very backyards. I take this opportunity to commend the Government and people of Japan for their bravery, maturity and dignity as they dealt with the Tohoku tragedy and their commitment to the early restoration of normalcy to the many victims of the Tsunami.

この国家的な一日の祝福準備をすすめる在日ケニア人のひとりとして、明仁天皇、美智子皇后両陛下、ならびに日本政府、そして友好的な国民のみなさまに、心よりご挨拶申し上げます。 思い出すのもはばかられますが、つい先ごろの今年3月、ケニアはじめとする世界中の人びとが、日本人を襲った3重の悲劇に胸塞がれました。その悲劇の生々しさは、まさにわが家の庭で起こったかのようでした。この機会をお借りして、東日本大震災に際して日本の政府と国民のみなさんが示された勇気と成熟と尊厳を、そして多くの津波被害者の日常生活の早期再建に向けた取り組みを称えたいと思います。

Kenyans are grateful to the Mainichi Newspapers for the donation of this space to share our joy and aspirations with the Japanese brethren during this auspicious occasion. We are also cognizant of the invaluable role the Newspapers have played, through the “Mottainai” Campaign, to promote the ideals of the late Prof. Wangari Maathai- the deceased 2004 Nobel Peace Laureate. Kenyans in Japan cherish continued partnership with the Mainichi group as a fitting tribute to the legacy of the fallen Heroine of the global environmental movement. The seeds of global awareness on the environment that she planted will surely sprout into the right seedlings for a much needed forest of sustainable development.

この祝賀の場への毎日新聞社の献身には感謝しております。この場をお借りして、日本の兄弟とともに、私たちの喜びと願いを分かち合いたいと思います。同社が「MOTTAINAI」運動を通じて計り知れないほどの役割を演じ、2004年にノーベル平和賞を受賞した故ワンガリ・マータイ教授の理想を推進してくださったことは、私たちの心に深く刻まれております。在日ケニア人は、毎日グループとのパートナーシップを、地球環境運動に命をとした偉大な女性の遺産にふさわしい捧げ物として、これからも大切にしていきます。世界的な環境意識という、マータイ教授の植えた種は必ずや芽を出し、苗となってすくすくと育ち、持続可能な開発という必要不可欠な森を繁らせてくれることでしょう。

Let me also take this opportunity to congratulate all Kenyans resident in Japan for their patriotism and positive contribution towards the strengthening of our bilateral relations. Special mention go to our athletes for flying the flag high and to other professionals who have always displayed exemplary hard work and dedication in their respective areas of speciality.

さらにこの場をお借りして、すべての在日ケニア人同胞についても、その愛国心と、そして日本とわが国との関係強化に向けた貢献とを称えたいと思います。 とりわけふれておきたいのは、スポーツの分野でわが国旗を高く掲げてくれたのをはじめ、それぞれの専門とするところで、つねに他の模範となる奮闘と献身を見せてくれている、プロフェッショナルの諸君であります。

On this momentous occasion in our country’s history, the government and people of Kenya celebrate the cordial and fraternal relations that have always characterised the historic relations between Kenya and Japan. We note with deep appreciation the fact that since our independence in 1963, the government and people of Japan have not only stood steadfastly by our side, but have also extended their hand of friendship to the entire Africa continent.

わが国の歴史におけるこの重要な機会に、ケニア政府ならびにケニア国民は、わが国と日本との歴史的な関係を性格付けてきた、誠意ある兄弟関係を祝福いたします。1963年のわが国の独立以来、日本の政府ならびに国民は、確固としてわが国の側に立ち続けたのみならず、アフリカ大陸全土に友好の手を差しのべてきてくださいました。深く感謝しております。

Indeed, Japan continues to be our leading development partner and we are indeed grateful for the generosity and support that continues to underline our friendship. We observe with satisfaction that our bilateral relations have continued to expand in vibrancy and intensity in the last few years. This year alone, we have witnessed a number of high level exchanges that have served to further strengthen the bonds of friendship that exist between our two countries.

事実、日本は今もわが国第一の開発パートナーでありますし、その寛大さと支援は、両国の友情を明確に示すものであります。過去数年において、両国の関係がさらに活発さと強さを増しているのを見るにつけ、心満たされる思いです。今年だけでも、数多くの人びとが高いレベルで行き交い、それがまた、両国間に存在する友情の絆をいっそう強めることとなっています。

We note with satisfaction that Nairobi has continued to host one of the largest Japanese communities in Africa. Nairobi is also the regional headquarters for a number of leading Japanese government agencies as well as its major trading houses. We appreciate Japan’s support through its development cooperation with Kenya which has been consistent since 1964. We are equally grateful that this bilateral cooperation has covered all five (5) key areas of our development priorities including: Infrastructure development, Agriculture, Human Resource Development, Health and the Environment.

喜ばしいことに、ナイロビには、今もアフリカ最大級の日本人コミュニティーがありますし、日本の政府機関のほか、大手商社も数多く本部を置いています。開発協力を通じた日本の支援が1964年以来、変わることなく続いていることに深く感謝しておりますし、そうした二国間協力が、インフラ開発、農業、人材開発、保健、環境という、わが国の開発において優先されるべき5分野すべてにわたっていることも、喜ばしく感じております。

In the area of infrastructure development, Kenya appreciates the fact that our partnership is pursuing areas that are critical to growth according to Kenya’s development in line with Vision 2030. Consequently, the government has placed great emphasis to the development of infrastructure especially for the improvement of transport networks around the country, improving electricity generation and distribution as well as the provision of affordable and efficient telecommunication services.

インフラ開発の分野では、ビジョン2030に沿ったケニアの開発と成長にとって決定的に重要な分野で、両国のパートナーシップが発揮されております。そのおかげでケニア政府は、インフラ開発とりわけ全国的な交通ネットワーク、発・送電力の向上、遠隔通信サービスに大きな力を注ぐことができているのです。

Furthermore, the government has been working with Japan and other partners to improve our airports and sea ports. Such investments have the goal of making our country globally competitive so that the economy can move from Aid dependency to more trade and investment as the basis of growth.

さらにケニア政府は、日本をはじめとする各パートナーと協力して、空港・海港の改善に努めています。こうした開発は、わが国が世界的な競争力を持ち、援助依存の経済から、成長を基礎とする貿易と投資の経済へと移行していけることを目標としております。

In the field of agriculture, Japan has been a reliable partner in efforts towards improved agricultural productivity and food security. These are areas critical to the attainment of the MDGs. We appreciate the fact that Nairobi is host to the secretariat of The Coalition for African Rice Development (CARD). This is an initiative launched in 2008 with the aim of doubling rice production in Africa within 10 years. Under this initiative, one of the major irrigation schemes in Kenya-the Mwea- has greatly expanded.

農業の分野でも、日本は信頼できるパートナーであり、農業の生産性と食料の安全性向上に向けた努力が続けられています。この二つは、ミレニアム開発目標（MDGs）を達成するうえで決定的に重要です。アフリカ稲作振興のための共同体（CARD）の事務局がナイロビに置かれていることはわが国の誇りです。CARDは2008年に始まったイニシアチブで、10年以内にアフリカでの米生産を倍加することを目標としています。このイニシアチブの下、ケニア最大級の灌漑計画であるムエアは大きく拡大しました。

Japan has been instrumental in Kenya’s efforts in the area of Human Resource Development. In this regard, we note with satisfaction that over 6,000 Kenyans have thus far received some training in various Japanese institutions. Furthermore, Japan is presently funding educational programmes such as the Strengthening of Mathematics and Science in Secondary Education (SMASSE) and dispatching experts to Kenya among other undertakings.

人材開発の分野でも、ケニアは日本からの大きな支援を受けています。この面では、これまでに6000人を越えるケニア人が、さまざまな日本の機関で何らかの研修を受けています。さらに日本は、中等理数科教育強化計画（SMASSE）などの教育プログラムにも資金提供し、他の事業と併せて、数多くの専門家をケニアに派遣してくれています。

In environmental conservation, both our countries share a unique responsibility and a common vision for global sustainability. Japan is supporting programmes that deal with problems related to urban waste management, water supply systems, community-based flood disaster management programmmes, and adaptation measures for climate change mitigation in Kenya among others. Kenya is grateful for Japan’s support for efforts towards the strengthening of the UN Office in Nairobi as well as her constructive approach in the dialogue on the transformation of International Environmental Governance (IEG), for which Kenya is a Co-Chair.

環境保護の分野においては、両国は他に類をみない関係を共有し、地球規模でのサステナビリティについて共通したビジョンをもっています。日本は、ケニアにおける都市廃棄物管理、水供給システム、コミュニティー基盤の洪水災害管理プログラム、気候変動軽減のための適応対策といったプログラムを支援しくれています。ケニアはナイロビの国連事務所の強化に努めていますが、日本はこれを支援するとともに、ケニアが共同議長を務める国際環境ガバナンス （IEG）の改革をめぐる議論にも、建設的にアプローチをしてくれています。いずれについても、深く感謝するものであります。

In the health and medical services sector, Japan’s partnership to Kenya ‘s two priority programs on HIV/AIDS prevention and upgrading the health system is regarded as critical our attainment of the millennium development goals on health.

保健と医療サービスの部門では、HIV/AIDSの予防と保険制度の改善がケニアの2大優先プログラムであり、ケニアがミレニアム開発目標を達成するためには、日本とのパートナーシップが決定的に重要であると考えられます。

Above all, the recent volume of trade between our two countries, is now in excess of Yen 50 billion. Although the balance of trade is still heavily tilted in favour of Japan, we are hoping that this gap can be bridged through increased exports to Japan as a result of trade diversification, joint ventures and direct investments. In particular, the Kenya government hopes that Foreign Direct Investments from Japan can be encouraged through bilateral collaboration to take advantage of the expanded market created by the East African integration process. I therefore take this opportunity to invite prospective Japanese entrepreneurs to explore the wide ranging opportunities available in the 126 Million population of Eastern Africa. Areas that are ready for FDI investments include Agriculture, Mining, Tourism, Real Estate Development and trade.

なによりも、近年の2国間貿易額は500億円を超えています。貿易収支は今も日本側の黒字に大きく傾いていますが、貿易の多様化、共同事業、直接投資が進めば、対日輸出が増加し、このギャップは埋められると期待しています。とりわけケニア政府が期待しているのは、二国間の協力を通じて日本からの海外直接投資が促進され、東アフリカの統合プロセスから生じる市場拡大の機会を捉えられるようになることです。したがって私は、この機会を利用して、将来有望な日本の起業家のみなさんが、東アフリカ1億2600万人の間に広がる大きなチャンスをつかんでいただくよう、お誘いいたします。海外直接投資に向けた準備が整っている分野は、農業、鉱業、観光、不動産開発、貿易などです。

In the area of Tourism, “Kenya” is synonymous with the African “Safari” as the home of the famous “Big Five” (Lion, Leopard Elephant, Rhino, and Buffalo). The people of Japan are always welcome to savour an incredible range of wild habitats, that include the Open savannah, the deep tropical rain forest, soda and freshwater lakes, alpine meadows, coral reefs, caves, beaches, river deltas and even more.

観光の分野では、「ケニア」はもう「サファリ」と同義語です。ライオン、ヒョウ、ゾウ、サイ、アフリカスイギュウという「ビッグ・ファイブ」の故郷でもあります。日本の方々はいつでも歓迎いたします。広がるサバンナ、深い熱帯雨林、ソーダ湖や淡水湖、高山草原、珊瑚礁、洞窟、浜辺、河口の三角州など、野生生物の、信じられないほど多様な動物生息地をぜひ味わってください。

In August last year, Kenya scored a major milestone event by the promulgation of a new (Katiba) Constitution. This “Katiba” has created institutions that ensure accountable, efficiency, and responsiveness by those in authority to the needs of the people.

昨年8月、ケニアでは、新しくカティバ憲法を発布するという画期的なできごとがありました。 この「カティバ」憲法ではさまざまな機関が創設され、信頼性と効率と責任が、国民ニーズとして国家的に保証されています。

We call upon our friends to help the people of Kenya as they endeavor to roll out every aspect of the new Constitution. For instance, we shall have a truly devolved government for the first time in our country's history. The new constitution also provides for a legal framework for gender equality and women’s empowerment.

ケニア国民は、新憲法のあらゆる側面を展開するよう努力を重ねており、すべての友人に向けて支援を呼びかけています。これによってわが国は、建国以来はじめて、自ら作り上げた本当の政府をもつことになるでしょう。新たな憲法では、ジェンダーの平等と女性へのエンパワーメントも定められています。

As the constitution is of great importance to socio-economic development including, the delivery of Vision 2030, Kenya needs the support of all our friends including Japan to implement the New Constitution fully within the specified timelines.

新憲法は、ビジョン2030の実現を含めた社会経済的発展にとってきわめて重要なものであり、ケニアは、具体的なタイムラインのなかで新憲法を全面的に実施するために、日本を含めた友人すべての支援を必要としています。

Finally I wish to thank the Government and people of Japan for their love and generosity to the people of the Horn of Africa including Kenya when we recently faced the worst drought and famine in the last six (6) decades. We appreciate your generous donations which went a long way to avert a catastrophic food crisis in Kenya and the region at the time. More importantly we have the burden to eradicate the perennial drought and famine situations in the medium and long-term as contained in the Nairobi Strategy adopted at the Summit on the Horn of Africa Crisis on September 9, 2011. The strategy focuses on preventive rather than reactive measures, and should be holistic rather than emergency oriented. This is an area that needs enhanced partnership within the region and beyond.

終わりに、ケニアを含めた「アフリカの角」に暮らす人々に寄せられた愛と寛容についても、日本政府と国民に感謝したいと思います。私どもはつい先ごろ、過去60年で最悪の干ばつと飢饉に直面しました。当時、ケニアをはじめとする同地域に破滅的な食糧危機が起こるのを回避するべく、はるか遠くから、寛大な寄付が寄せられましたことに厚く御礼申し上げます。しかしわが国には、繰り返される干ばつと飢饉の状況を中長期的に撲滅するという、さらに大きな責任があります。これは、アフリカの角地域の危機をめぐって2011年9月9日に開かれたサミット会議で採択された「ナイロビ戦略」に含まれるものです。ナイロビ戦略は、対応策ではなく予防策に焦点を当てたもので、緊急事態志向ではなく総合志向の戦略であり、この分野でこそ、地域内外のパートナーシップの強化が必要となっているのです。

Lastly, I wish to thank all colleagues and friends of Kenya who have sent us kind messages of goodwill for this year’s Jamhuri Day festival. I now take this opportunity to wish all our readers a happy festive season as well as good health and prosperity in the New Year.

最後になりましたが、今年の共和国独立祭に向けて心優しいメッセージを寄せてくださったすべての同僚とケニアの友人に、改めて御礼申し上げます。この機会を借りまして、これを目にされるすべての方々に、幸福な祝祭の季節が訪れますよう、また、新たな年が健康と繁栄の一年になりますよう、心よりお祈り申し上げます。
